A presentation in a discussion on the Riot Police system


   


 On the 23rd of July, HyungGuk Yeom of Gonggam delivered a presentation on ¡®the current conditions of the Riot Police system and its problems¡¯ in a discussion on the ¡®Legal Review of the Act of Establishment of Riot Police¡¯.


         


 In his presentation, Mr. Yeom contended that the idea to allocate military personnel to deal with demonstrations based on counterespionage purposes was unconstitutional since the Constitution calls for a clear separation between national defense and public security. Also, he argued that requiring riot police to suppress rallies regardless of their purpose directly constitutes a violation of the right to conscience.


          


 SangGyun Kim, a professor of BaekSuk University, pointed out that abuses and inhumane treatment by riot police is a lot more severe than that by the military. Moreover, in some cases,  excessive duty hours exceeding 15 hours a day and the working environment is quite poor.
